In Public Transport on Stryi Region They Will Combat Fare‑Dodgers

In order to improve passenger service quality, a fare validation control service will be introduced in city and intercity public transport in the Stryi region.

This was announced by the CEO of Ukrainian Geoinformation Systems LLC, Andriy Kovalyk.

As part of an informational and educational campaign, the ASOOP operator LLC 'GIS‑SERVICE', the developer UGS LLC, and transport companies are launching active passenger notification regarding fare control and proper payment for public transport.

'Payment can be made by bank card, personalized social or transport card, QR code, via the 'Socium' app, or cash. If a passenger purchases an e‑ticket before the trip, it must be validated onboard. However, if the e‑ticket is purchased with simultaneous scanning, validation is automatic,' emphasizes Andriy Kovalyk.

He also explained that during the development of the Socium e‑ticketing system, a fare control service (registration) mechanism was implemented in compliance with Ukrainian legislation and the Rules for Use of Passenger Transport (bus) within the Stryi city territorial community.

'As of today, the executive committee of Stryi City Council has approved the Regulation on the procedure for fare payment control (registration) in city and suburban passenger transport within the Stryi city territorial community. Control will be carried out by transport operators, the community, and the ASOOP operator.'

If a passenger does not have a valid e‑ticket process registered onboard during the trip, they are considered to have traveled without a ticket. The offender is offered to pay the fare and a fine is issued for violation under Article 135 of the Code of Ukraine on Administrative Offenses.

Therefore, a passenger must always request a ticket from the driver, regardless of payment method. A fine for fare‑dodging in city and suburban public transport will amount to ten times the fare cost.

Thus, in city and suburban public transport of Stryi region, a fare control (registration) officer has the right to hold the passenger administratively liable and issue a fine for fare‑dodging,' explained Andriy Kovalyk.

Liability for fare‑dodging in city and suburban transport is provided by Article 135 of the Code of Administrative Offenses, and Article 229 defines persons authorized to impose administrative penalties.
